Does 10 inch or 19 inch describe the width inside the drawer?

No. 10" and 19" describe the rack mounting format, not the usable width of the storage compartment.

The drawer body has to be narrower than the nominal rack format so that it fits between the mounting points and accommodates its runners and structure.
