What does “19-inch” actually mean on a rack cabinet?

It describes the rack-mounting format, not the external width of the cabinet.

Standard 19-inch equipment has mounting ears designed for the corresponding 19-inch rack profiles. The equipment front panel is approximately 19 inches wide across the mounting ears, while the cabinet itself must be wider to accommodate its frame, door, side structure and internal clearances.
