What does a captive lead with an IEC C14 plug mean?

The supply cable is permanently attached to the PDU and ends in an IEC C14 male plug.

That plug can be fed from a suitable IEC C13 source, such as an appropriate upstream power outlet.

It should not be confused with the detachable models, where the C14 connector is a panel inlet on the PDU itself.
