Can a horizontal PDU be mounted towards the rear of the cabinet?

Yes, if the profile positions and the rest of the equipment layout allow it.

Move the rear profiles to a suitable position and mount the PDU there.

Just check you still have room for the plugs, leads and equipment connections. Moving the PDU out of sight is no use if every plug then collides with the switch in front of it.
