Can I plug a non-PoE device into one of the TL-SG1008P PoE ports?

Yes. The PoE ports use IEEE 802.3af/at detection and can also operate as ordinary Gigabit Ethernet ports. A normal non-PoE Ethernet device can therefore be connected without being deliberately fed PoE power.
