Do the ventilation slots guarantee that equipment will stay cool?

No. They give air somewhere to pass through the platform; they do not manufacture airflow.

The device may breathe through its sides, front, rear or underside, and the cabinet itself has its own air path.

A vented shelf is helpful because it avoids presenting an entirely solid floor beneath the equipment, but it cannot rescue an otherwise convoluted cooling arrangement.
