Does the 15kg rating mean any rack can safely carry 15kg on the shelf?

No. The shelf has a 15kg maximum load, but the rack rails, mounting points and fixings also need to be sound and suitable for the installation.

A load rating for the shelf cannot certify the cabinet it has been bolted into.
