Should network cables be restrained with hook-and-loop rather than tightly cinched cable ties?
Yes, generally.
Hook-and-loop straps hold cable bundles without squeezing them hard and are easy to reopen when you need to add or move cables.
If you use cable ties, do not pull them tight enough to deform the cable. You want the bundle held in place, not strangled.
