Why would I choose a keystone panel instead of a normal populated patch panel?

Flexibility, mainly. A populated panel commits the rack position to one built-in connection system; an unloaded keystone frame lets you choose the modules yourself and change them later.

That can be particularly useful when the rack needs a small menagerie of Ethernet, fibre, USB, HDMI or other compatible keystone connections rather than several separate panels.
