Does a vented shelf improve the airflow of the whole cabinet?

It can avoid obstructing an airflow path through the shelf area, but that is not the same as cooling the cabinet.

Fans, vents, equipment orientation and the route from intake to exhaust still determine what the air actually does.

The shelf is best regarded as co-operative rather than heroic: it has holes in the right places and tries not to get in the way.
