Does adding a patch panel to the cable run reduce the network speed?
Not when the panel is the correct category and properly terminated. A patch panel is a normal part of a structured-cabling channel; it is not a deliberate speed restriction.
If performance drops after adding one, look for a poor termination, damaged cable or a lower-category component rather than blaming the existence of the panel itself.
