Does the shelf and the equipment on it only use 1U altogether?

Not necessarily. The shelf itself occupies 1U, but the equipment sitting on the platform still has its own height and may project into the rack space above.

That distinction is easy to miss when planning a small cabinet: the shelf has not somehow made the router disappear into its 1U mounting envelope.

Allow the vertical clearance the actual device needs.
