Does this give me a network connection by itself, or does the cable still need to connect to a router or switch somewhere?
No. The outlet is simply the room-end connection to a cable run. Somewhere at the other end that run still has to meet an active network port — normally a switch or router, sometimes through a patch panel first.
Without that connection, the socket is just a very tidy dead end in the wall.
