Is this an active network device, or does the patch panel work without power?

It is entirely passive. There is no power supply, switching electronics or configuration hidden inside it; each port simply provides a connection between the front RJ45 socket and its rear IDC termination.

Despite the regimented row of sockets, there is very little inside the panel waiting to surprise you.
