Will the shelf help a device that has ventilation underneath?

It can. The slots give air a route through the steel platform, which is preferable to putting an underside-vented device on an entirely solid sheet.

The device still needs whatever clearance its feet or manufacturer provide beneath the case.

Vent holes in the shelf are an opportunity for airflow, not a substitute for the gap the equipment itself requires.
