Will these work with a normal rack-mounted patch panel setup?

Yes. That is the conventional arrangement: the room outlets terminate one end of the permanent cabling, the other ends land on a rack patch panel, and short patch leads connect the required runs to the switch.

It keeps the building cables out of the day-to-day thicket of equipment changes at the front of the rack.
