Can I pull the shelf forward to reach the back of the equipment?

No. It is fixed once mounted.

For equipment that needs frequent rear access, consider whether a sliding shelf, different rack position or simply leaving sensible service access would be better.

Trying to use a fixed cantilever shelf as a drawer with ambitions will become tiresome fairly quickly.
