What is a front-mount rack shelf for?

It gives equipment without its own rack ears a proper platform inside the rack.

Small switches, routers, media converters and similar desktop hardware are common examples.

It is a useful bridge between "rack-mounted" and "happens to live in the rack": the device remains an ordinary desktop unit, while the shelf provides the rack interface for it.
