What is the difference between the 10 inch and 19 inch shelves?

They use the same basic 200mm front-mount design, but are made for different rack widths.

The 10" version fits a 10" rack and has a narrower usable platform; the 19" version fits a standard 19" rack and provides substantially more usable width.
